Judy Capps—President & Founder

Originally from San Antonio, TX, Judy graduated from Baylor University in 1981 with a BBA degree. She and her husband Steve became co-owner of Capps Insurance Agency in 1983 and merged the agency with the largest agency in the state Texas in 2016.

As a long-time member of Trinity Baptist Church (1988 to 2017), Judy has served as a teacher, committee member, and Co-Freedom Minister alongside her husband, Steve. Judy also served as the Community Bible Study Senior Leader for 10 years and the Area Director for 2 years.

In 2012, Judy and Steve began Hope Ministries of Northeast Texas in response to a need in the nation to assist single mothers and senior women in poverty. Judy works one-on-one with single moms, collaborates with her gifted team, and travels as a speaker to encourage and challenge women to rise above the status quo and to be who they were created to be.

Steve and Judy have three children, Jessica, Amanda, and Kelsey, and 11 grandchildren.

Regina Glass—Executive Director

In 2018, Regina and her daughter, Journey, joined Hope Ministries as program participants after graduating a year-long, faith-based program designed to help women deal with life complicating problems such as addiction and abuse. Upon arrival at Hope, Regina discovered a passion for serving her fellow participants through encouragement, prayer, and practical helps. She desires to see women and children set free and live for the glory of the Lord. Regina graduated Northeast Texas Community College in 2019 with an Associate’s Degree in Office Technology and again in 2021 with an Associate in Social Work. In Fall 2021, Regina will begin her Masters degree in Transformational Leadership at Bakke Graduate University. Regina is a Christian Women Job Corp graduate, scholarship recipient, and CWJC Nationally Certified Site Coordinator. Regina initially joined the Hope staff as “Mom on the Grounds,” providing aftercare during nights and weekends. She has continued to receive training that has allowed her to play a hands-on role in women’s ministry before being promoted to Executive Director. Regina is the first participant to rise up in leadership in this ministry.

Misty Massey – Women and Children’s Minister

Misty Massey is originally from the Dallas area where she pursued an associate degree in Business Management and Insurance Underwriting. She and her husband, Fred Massey, felt the Lord calling them to the East Texas region where they were led to homeschool their children, Madison and Ethan. She has served in several capacities throughout our Mount Pleasant community, and in 2006, Misty had a divine encounter with Jesus that stirred her love for serving and evangelizing. She has served as a preschool teacher, GA’s Mission Leader, Awana’s Director, and children’s minister. Misty, Fred, and their children served at Hope Ministries as the Power Club facilitators. Misty’s desire is to see family reconciliation and for women and children to be brought to freedom in Christ Jesus with the inner working of the Holy Spirit.

Haley Swindler – Program Director

Haley Swindler recently joined Hope Ministries of NET as the Program Director. She was born and raised in Mount Pleasant, Tx and has felt called to serve within leadership at Hope Ministries for years. She received her Bachelor’s Degree in General Studies with a concentration in Business Management in August of 2021, and will begin the graduate program, in the Fall of 2021, at Texas A&M University-Texarkana to receive her MBA degree. Haley is passionate about serving God by serving others and looks forward to the life-changing experience that is Hope.

Angelia Smith - Administrative Assistant

Angelia Smith, born and raised in Mt. Pleasant has spent her life sharing with the citizens of Titus County, TX in any way she could lend a helping hand. Recently, she became a part of Hope Ministries as Administrative Assistant. Before joining HOPE Ministries, she worked as Administrative Assistant, Instructional Assistant and various accounting positions. While working at the Titus County Sheriff’s Department, she received an award from the Rotary Club for Officer of the Year. Angelia earned an Executive Secretary Certificate, a Bookkeeping Certificate, and a Telecommunication Certificate from the Texas Department of Public Safety, and an Instructional Assistant Certificate from (TEA)Texas Education Agency. Angelia has a special love for people while enjoying cooking, antique shopping and decorating.
